As some people bought computers preloaded with Windows 7 Starter, the problem is they cannot change the desktop background. If they install the hypersuite and apply it, the appearance of the window and the taskbar changed only but not the background.
Good question. I have no idea since i don't own a Windows 7 Starter PC. Probably would be like you said.
